TOPHIT.RU is created and works exclusively for two categories of professional users: record-companies, producers and artists on one hand, and format radio stations that are interested in legal and on-line getting new phonograms for the subsequent broadcasting on the other hand. All the resources and wide range of opportunities of TOPHIT.RU are available just for these two groups of the registered users.
Using TOPHIT.RU, record-companies are able to acquaint at once several hundreds of radio stations with their new tracks, radio stations, in their turn, have the opportunity to get up to 90-95% of the newest and relevant music from one source.
Distribution of new songs is not the only one bonus. All the registered radio stations send us information about the rotation of songs that were got from TOPHIT.RU every week. As a result record-companies and artists get detailed statistics about each track.
Moreover, summing information about the rotation of all songs, TOPHIT.RU calculates unique charts TOPHIT 100, due to which radio stations and record-companies can see impartial picture of preferences of radio-audience that is several tens of millions of people in number.
It doesn't make impossible using some information resources of the project by the other users whose interests are in the intersection of show business, broadcasting and later on television.
TOPHIT.RU operation is based on the dispositions of the Law of Russian Federation "About copyright and neighboring rights". Irrespective of the fact whether phonogram was published (issued on any types of carriers) or not, the right owners give it TOPHIT.RU for the subsequent distribution among radio stations together with the permission of its broadcasting.
Radio stations get new phonograms on TOPHIT.RU absolutely free. But broadcasting of these or any other phonograms is legal only if a radio station makes payments to the owners of copyright and neighboring (phonogram and performing) rights. Thus, getting phonograms on TOPHIT.RU doesn't release the radio station owners and administration from the necessity to honor the dispositions of the Asset 39 of the Law of Russian Federation "About copyright and neighboring rights" and perform the corresponding payments to the right owners - authors and the owners of neighboring rights.

In order radio station could use all the resources of the project, it must be a registered user of TOPHIT.RU. There are several stages of registration. First, the representative of the radio station fills in the registration form, then he telephones to the TOPHIT.RU administrator and provides the necessary additional data about his/her radio station. After getting and checking all the necessary data the TOPHIT.RU administrator activates the access of a new user to the system resources.
If the form is filled in incorrectly or if the radio station representative doesn't telephone or he can't give the necessary data to the TOPHIT.RU administrator, the request for registration is abolished.
The user access can be also limited or even abolished if the TOPHIT.RU administrators suspect the user of breaking the Law of Russian Federation "About copyright and neighboring rights", "Disposition about circumscriptions of the phonogram usage" or the TOPHIT.RU Rules.
The access to the portal resources can be also denied if the user hasn't informed administrators about the change of his status of the professional user or if the statistics data that the user provides is inadequate.
The radio stations - users of TOPHIT.RU broadcast not only in Russia, but also in many foreign countries. The territorial legal status of the user is always taken into account by the TOPHIT.RU administrators during transfer of phonogram to the user with limited territorial legal status. Except the broadcasting territory the radio stations can be distinguished from each other by the coverage, the quantity of the cities, where their programme is broadcast, hence the difference of the audience. In general, the qualitative structure of the radio stations - TOPHIT.RU users can be shown on the following diagram.
